Downtown
Transportation Center (DTTC).

TSD continues its
efforts to locate the Downtown Transportation Center (DTTC)
facility. The urban redevelopment area remains a candidate for
construction of the new DTTC. Union Pacific and Burlington
Northern railroads have indicated an interest in working with
Fort Carson, the Colorado Springs Urban Renewal Authority (CSURA),
and the Palmer Village developer to relocate the
railroad-switching yard separating Confluence Park and the urban
redevelopment area. Staff continues to evaluate the potential
for integrating the DTTC project into the urban redevelopment
area. This site location presents significant potential for
partnerships with the Palmer Village developer and CSURA to
relocate the railroad switching yard and construct a pedestrian
overpass connecting the project with Confluence Park.

An alternate site
at the existing depot was identified for the DTTC. Three recent
appraisals were completed with a wide variety of options.
Further consideration of this site is underway with potential
negotiations for possible acquisition terms with the property
owner. TSD has applied for a 2006 congressional
authorization.

The benefits and
costs of each site location will be presented to the City
Council to obtain Council direction prior to the acquisition of
property for the DTTC project.
